What is Primary Authority and its benefit to your Business?
The main fire safety law for England and Wales is the Regulatory Reform (Fire Safety) Order 2005. To help you comply with fire safety law, we offer Primary Authority Partnerships to provide reliable and consistent regulatory support.
Primary Authority partnership
We can:
- Work with your business in a legally recognised Primary Authority partnership to help you understand what needs to be done to achieve and maintain fire safety compliance
- Liaise with other fire and rescue authorities on your behalf if you trade across fire service boundaries to act as a single point of contact for fire service colleagues
- Support you in the development of policies and procedures to comply with your fire safety requirements
- Work with our partner regulators to offer the full range of regulatory support through a single portal

Cost recovery
We will discuss the level of support you require and set up a plan based on the needs of your business which is reviewed regularly. Your plan will secure the time of your Primary Authority officer. The hours set out in your plan are pre-allocated and non-refundable.
The statutory Primary Authority scheme is operated on a cost-recovery basis so we only recover the costs incurred in delivery of the partnership. Our cost recovery rate is £70 per hour (VAT is not applicable to Primary Authority services as they are regulatory in nature and can only be delivered by Local Authorities). We will also recover any mileage costs incurred at 45p per mile and any other travel expenses at cost.
