I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below.
Workwear PPE and Laundry Services
• What are the contractual performance KPI’s for this contract?
• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages • Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date • Start date & duration of framework/contract?
• Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

We thank you for your request for information, which has been received by Hereford and Worcester Fire and Rescue Service (the Service) and considered under the Freedom of Information Act (FOIA) 2000
The Service can confirm that the information that you have requested is held and is detailed below.
Workwear PPE and Laundry Services:
To clarify, these are two separate contracts. The Workwear contract is held with WM Sugdens & Sons Limited
The response below has been given for the fully managed PPE & Laundry Service which is held with MSA Bristol Limited.
• What are the contractual performance KPI’s for this contract?
The following three KPIs are included within the Authorities contract.
- Number of Unavailabilities of PPE
- Management Information
- Stock Summary
These have been disclosed in line with section 52(1) of the Procurement Act 2023.
• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages • Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date • Start date & duration of framework/contract?
This information is available via the Home Office. For information, the Central PPE Clothing Contract (CPCC) was agreed in May 2008 between Firebuy Ltd and Bristol Uniforms Ltd for a period of 15 years (until 19/05/2023), with a 3 year extension option (19/05/2026).
Firebuy Ltd was a Quasi-Autonomous Non-Governmental Organisation (QUANGO) that was subsequently dissolved during the coalition government administration. Thereafter, management of the agreement moved to the Department for Communities and Local Government (DCLG) that was administered on their behalf by Crown Commercial Service until April 2016 when contracts relating to the Fire Service were moved to the Home Office as part of a Machinery of Government (MoG) change process.
• Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?
The Home Office hold this information.
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
The Central PPE Clothing Contract (CPCC) was until 19/05/2023 with a 3 year extension option of 19/05/2026. The ICP Prime Project Agreement (PPA) is due to cease on 19/05/2026. The Authority’s contract is due to end on 17/06/2025. A request for an extension has been made and is currently under review.
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
Without such an extension, the various Managed Services Agreements will automatically terminate on 19/05/2026 if there is no ICP Prime Project Agreement (PPA) in place. The Authority have expressed a requirement to extend the ICP Prime Project Agreement (PPA) and this is currently under review by the Home Office.
• Who is the senior officer (outside of procurement) responsible for this contract?
The Service does not provide staff information.
